If you uprate the dampers and keep the standard springs the ride quality will improve.
The standard non-sportpack dampers are rubbish, and allow a floaty ride.
I wouldn't mind betting that if you get a decent set of dampers such as Bilsteins, along with a good set of lowering springs (ones from a sportpack will be fine) you will have better ride and handling as well as being lower.
Uprating the springs and not the dampers will make the ride and handling awful, as the dampers will not be able to control stiffer springs.
