It definitely applies to all cars, and you might be right about driver onyl for France but I wanted to comment that anyone planning a Euro trip needs to check other countries.
In 2007 I went France, Belgium, Germany (Autobahn
), Czech Republic, Germany, Austria, Germany, Italy, France and back, and at least some of those countries require hi-vis per person.
Oh, and I didn't say I
hung the fluro jacket on the seat, I said the French
hang the jackets on their seats
You don't need a green card for the EU anymore it seems, I checked and I did not need or use one in 2007 (but you do need V5, Insurance and all other docs).
