The race engines do run with the balance shafts removed (they are VERY heavy).
However, your dealer is trying to confuse you, the cam-belt doesn't also turn the balance shafts, the balance shafts have their own drive belt (which should be changed at the same time + tensioners too).
The original cam-belt change interval was 120,000km/72,000miles but has now been reduced to 60,000km/36,000miles.
This is for all engines in the current 16V family (in the Alfa range only the 2.0 has balance shafts).
My 2.0TS Engine has no problems reving to 7000RPM and sounds superb, but it is the less restricted Euro2 spec unit.
