As this was a traffic accident that resulted in injury ( whiplash), you should have reported it to the Police. ( and I advise you to do so as soon as possible) They will follow up on the other drivers documents, they could even consider a prosecution of the other driver, making it easier for you to claim back your excess. Your injury, however slight at the time, needs to be recorded in case it recurs or leaves you with a problem in the future.
I am very wary of people who want to settle without involving their insurance company, what are they trying to hide? You invariably end up worse off, that is assuming you can get them to pay the bill, which is always higher than they think. Just think, for instance if there is serious hidden damage, will they be prepared to pay up as the costs escalate?
My Mother in Law had a car reverse into her VW Lupo. Very little damage was evident and the other driver said they would pay for repairs without involving their insurance. Repair cost was almost £500 and I thought baseball bats would be needed at one point to recover the money..
Good luck with sorting it out, again, I would stress that a report to the Police is worthwhile.
