The balance belt has teeth on both sides whilst the timing belt only has them on 1.
Oddly enough my balancer belt gave up last week when it lost the teeth on one side for a good 6 inches! I'd read on here about people removing them in the past and figured that my balancer shaft would be well out of time given the stripped teeth. So I made the decision to remove mine.
I simply cut the belt and there was enough room around the bottom pulley to get it off without having to take the bottom cam belt cover off as well. It took a bit of prodding with a long screwdriver though. The other option would have been to take the bottom pulley for the aux belt off and the bolts for that can be difficult.
I've since done 100+ miles without the belt fitted and it's running fine. If anything it revs freer again now as well. I'm sure there's probably more vibration than when the car was new but there's definately less than when the balancer shaft was out of sync. There's one less thing likely to fail and wrap around the cam belt too.
