Just to volunteer a different opinion, I've done it both ways- with and without the blocks.
If they don't know what they are doing- (i.e. correct bolt torques which way round, correct blocks for engine size, where they go, etc.) you might be grateful that they didn't try the block method.
The belt swap without blocks is good enough for any other car. Just mark the cam positions on the old belt, take it off, transpose onto the new belt, put it on, tension it.
Cam pulleys aren't keyed to the shaft but their relative position is correct until you voluntarily loosen the bolts.
