Wobbly bolts or corrective bolts are designed to allow wheels to be fitted to cars with very slightly different bolt patterns
This is done by fitting the bolt with a shim that can move by up to 2mm before it is tightened. Once tightened the bolt and shim become just as strong as a regular bolt.
Corrective bolts are normally used to fit wheels designed for common fitments (such as 4×100 PCD) to cars with rarer fitments (4×98 PCD). The 2mm of movement that the shim provides is just enough to allow the bolt to locate securely into the bolt hole before the threads tighten it up securely
