My 145 has the same. I had a huge bunch of problems with my brakes, all stemming from a binding problem after replacing the clutch (Engine out).
What I can describe is, a drop of 1 to 1.5 inches of peddle travel where the peddle seems very soft. Then it stiffens up and seems OK. On lifting my foot, the peddle is slow to travel back.
What I did was, replaced the Front Pads, bleed the system, replaced the slave cylinder in the drums and replaced the shoes, bleed the system, replaced the master cylinder... Still have this sticky sensation. I thought it may be the servo vacuum so, I even pulled off the vacuum hose from the plenum and the servo, and checked the operation of the one way valve... seems OK.
I have got used to the brake system at this stage, but by chance yesterday the peddle became very hard during a trip, but after stopping and restarting, it returned to it's usual state again.
Is this a good description of what is happening yours also?
