The quoted power will have been measured on an engine dyno - current standards require a close approximation to the systems as installed in a vehicle to prevent exaggerated power claims.
A rolling road, of course, measures power at the driven wheels, so the figure seen will be less than flywheel BHP because of transmission losses, rolling resistance, etc. However, a good approximation of these losses can be obtained by doing a run-down - running the engine up to max RPM, putting the car into neutral from & measuring the power absorbed by the dyno as it runs down to a stop.
Rolling road power measurement is not an exact science. Different dynos & operators will get different figures - one source quotes a possible variation of up to 15%.
