OEM pads and disks are not all made by the same manufacturer, so there is a difference in feel.
Also, some systems will be bled better than others - so less air in them.
Some cars don't have ABS. Again this improves the feel.
No two cars ever FEEL the same, no matter what their specifications say.

I recently changed pads, and havent seen any improvement (not that I have bad brakes) . ABS? in all cases it never kicked, and all 147s have ABS. And the Puntos, they both dont have ABS. Besides, what are you saying, that if i remove the ABS plug, and disable it (suppose it is possible), my brakes will feel better in normal use? Imo there wont be any difference.
My guess is that both Punto 60, and Alfa 147 105hp, have thinner brake hoses or stronger booster-brake pump, to equalize the smaller disks.. Besides, a third friend who also has a Punto 80, drove an other Punto 60 and mentioned exactly the same thing! So it must be common
