It also comes down to noise, wear and after sales er... parts sales, the noise of a chain driven engine is normally more due to the increased number of moving parts, more parts = more wear, though chains have always lasted longer, and finally, why sell something that is going to make you no long term returns, some things are underdesigned so that repairs have to be made.
But the twinny did originally have a double link chain drive when it was conceived in the 75, it is still the most reliable Twinny here was but going to the belt allowed the wieght to be droped and power uped, but they also gained the variator when the belt came along so that can answer the power gains.
