Oil checking !

How is better to check the oil level?
1. Before starting the engine when it's cold.
2. Starting the engine until it warms up, then turning it off and after 10 min we check the oil.

the measuring level of the oil is made on a flat terrain, with the engine stopped; after the engine is turned on, you shot the engine down, you wait 10 minutes and you read the stick...

My car is always parked on a hill. So it's not flat. How long would I need to wait after going to a flat parkingspace before I can check the oil?
