5 into 156 doesn't

156 JTD Turbo lag
In mid-December, my 156 1.9 JTD had a loss of power which coincided with a strange whistling sound. Suspicions of a turbo failure were confirmed by the AR dealer, and the turbo has been replaced under warranty. The EGR valve was also diagnosed as faulty so that has been changed too, unfortunately that was not covered so I had to pay for that.
A bit of warranty bureaucracy and a couple of other complications meant that the whole process took ages and I only got the car back and 'fixed' yesterday. Unfortunately the whistle is still there, and whilst I have got the power back higher up the rev scale, up to 2000rpm I think the car is still underpowered.
As I understand it, in the old days this was called 'turbo lag', my old 306 DTurbo had it and I knew to keep the revs high to maintain power. The Ford Focus TD I had after that had very little turbo lag, presumably technology having moved on, and I don't recall my 156 car suffering from it either before this problem began. However it has been that long since it was working properly I can hardly be sure, although I know it didn't used to whistle so I guess something must still be wrong...
To help me frame my questions to the dealer, can any other 156 JTD owners confirm that there is not normally a lot of turbo lag on this car? Additionally are there any technically minded members who might be able to guess at what it is that is still wrong?
