There have never been any OBD2 compliant Alfas.
Alfa stopped selling in the USA in 1995, before the 1996 OBD2 requirement.
Your early 2000 156 will be Euro2 spec with a Bosch M1.5.5 ECU and is not EOBD.
Your "Y" reg GTV will be EOBD as it is unlikely to have sat around in a field for a year. Easy check, look on the dash as the engine management light, if it is shaped like an engine it is EOBD Euro3 spec, if it is shaped like a squirting injector it isn't and is Euro2 spec.
Before EOBD everything was very manufacturer specific. EOBD tied things together in a slightly more regulated way although there are still manufacturer codes, so generic scanners will always be vague.
