it could simply be a loss of boost, as in a hole in the ic or split boost pipe.
start with the easiest/cheapest before diving in for a new turbo.
don't accept a visable look at pipes, they often need to be removed and pulled/tugged to check for splits, IC can split also.
beyond that, vnt controller, air mass can cause real strange probs, map sensor, sticky vnt veins - remove and soak in jizer before replacing, check egr is not stuck open...
theres a few there to check before throwing abag of sand at it. (a cockney grand)
An alfa garge diag'd one of mine as a bad turbo, turned out to be a split boost pipe. The so called experts are not always so - and this was a so called expert who really appeared to know his stuff!!!
