If completely seized, your only chance short of grinding the heads off and hoping the pressure release will allow a pair of 'vise grips' some purchase is heat. Ideally, an oxy-acelelene plant is the answer. Failing that, a blow torch from a DIY store. They do not give out as much heat, and certainly not enough to make the metal glow, but it is the only answer. B&Q do 3 kinds. I can't remember the hottest gas mix, but I think it may be Propane (better than Butane), but there is info in store.
When heating, you can use thermal expansion to your advantage. Usually heat the retainer and the collar which may causing the seizure. A freeze spray, used after heating has an effective micro cracking action which will get most fasteners turning. The thermal shock often frees thing up as the metal is cooled before it shrinks back. Wurth do a good freeze spray called 'Rost Off Ice'- very good indeed. Their general purpose penetrating lube '2040' knocks spots off WD40 also. In fact, I think the Wurth range of products are generally the best available.
Also remember not to use to much torque, otherwise fastener damage will occur. With medium and large fasteners, a knuckle bar which can rock the fastener loose is much more effective than a ratchet (which could be damaged if it snaps free). Also, if it is a conventional nut, use a 6 point spanner or socket rather than a 12 point.
