I have a very similar problem in my Alfa 156 2001. 90% of times when I start the engine up, all the dash lights are slightly dim and the speedo does not work. I can drive around with it like this and after time all the warning lights starts coming on and the battery slowly drains. I can get around this at the moment by starting the car as normal and reving the engine to around 3000rpm. As the revs drop lights become brighter and the spedo starts working again. It's like it triggers something and no more problem until the car is turned off and over again.

when you first start and the lights are dim and the speedo is not working check the voltage across the battery terminals, this should be about 14.5v if it is any less than 13v it is probably your alternator that is at fault, when you have revved it and got it working check the voltage again, it should have come up.
