Assuming you have enough coolant in the system this is pretty much a classic sign of radiator failure due to age.

Now you need to change your thermostat, as it is stuck open, allowing the engine to be over-cooled. It should get up to 90 degrees or thereabouts and stay there. If it goes over much over 90 in traffic (your's probably won't with a new radiator), the fan should come on and cool things down.

That answers why the temp gauge barely moves. Wish I'd done it when the rad was out . Seem to remember it's a ***** of a job .
