your butterfly valve isnt opening fully, which is why your acceleration sint very good. get someone to press accelerator to the floor while you watch, it wont open all the way.
if tightening the cable increases idle rpm is shows your cable is already more than tight enough, you only tighten it until you remove the slack, the throttlebody should still be fully closed. then you adjust the screw under the pedal until the pedal travel is the same as butterfly travel, so pedal hits the floor at exactly the same point when butterfly valve is fully open.
if you adjust pedal screw all the way in (pedal can go as far down as possible) and the butterfly valve still isnt fully open when pedal hits the floor then your cable is stretched, usually people would replace the cable at this point, but you can instead be a bit crafty and remove the bolt under the pedal to give it a bit more travel. if the butterfly still isnt fully open at that point then you really do need a new cable, or the cable is not routed correctly leading to excess slack somewhere.
cable setup should be in the workshop manual (see replacing accelerator cable section). alternatively in the the haynes manuals for almost all 90's fiats, they use the exact same setup (unless fly by wire obviously).
