Irrespective of what Mislav says these kits are illegal to fit to any vehicle in europe. The only replaceable bulbs that are legal to fit to any vehicle that is to be used on the public highway have to be listed in UNECE Reg37 (for filament bulbs) or UNECE Reg99 (for HID). This lists all the permitted bulbs and details filament/arc dimensions, luminous output, and base type. No where in these regulations is there an HID burner with an H7, H1, HB3, HB4, etc base type. If it aint listed then it is illegal to fit to a car, end of argument.
With regards to MOT tests, the test is purely a test of whether the car is safe to be driven on the roads, it is not yet mandated to check for correct bulbs. However the DOT, VCA & VOSA are taking a keen interest in this aftermarket problem and there are rumours that the MOT will be changed to include a check on the fitment of the correct type of bulb for the headlamp that is fitted to the vehicle.
You may also find that if you are involved in an accident where your headlamps are cited as being contributory then your insurance company will wash it's hands of all responsibility and hang you out to dry.
I make these points to allow people to make an informed decision about whether to take the risk of fitting these kits. If someone still wants to fit these kits after being made aware of the situation then fine, however trying to push these kits on unsuspecting people is downright irresponsible and should not be encouraged.
