I see this is an old thread, but I just had exactly the same problem and found little help online, so I guess it might help someone in the future.
Anyway, the front windows and central locking go through the same fuse, middle one in the bottom row (10A). It's #13 in the manual and it's labeled "Service" which can mean almost anything and it does. Aside from those two, it also regulates interior light, third brake light, reverse lights, fog lights, and mirror motors.
If it's not blown the connection can corrode and get the resistance up, which means more power-consuming items don't work while weaker ones sometimes do. The windows and locks use most power so they usually stop working first, while the third brake light seems to be most resistant.
The solution is pretty simple, take out the fuse, apply WD-40, wiggle it a bit until it starts working again, and that's it.
