156 SW roof rails stripping paint

The clear paint on my roof rails is stripping!

That would be fine if everything was stripping off, but the paint on the bottom of the rails is still stuck to the surface. (Suppose it is coming off as a result of ultraviolet radiation tearing the paint, therefore it is stripping on the top.) As the colour is almost the same with or without the paint, there is no emergency. But I'd like to fix it anyway.

Is there any way (any chemical or tool) that can remove the rest of the paint without destroying the surfaceof the rails? Could I skip repainting and use a aluminum treatment product/wax instead? That works great on unpainted aluminum parts on yachts, at least...
