No, it's a fuel cut-off switch. If you're in a crash it triggers and cuts off the fuel supply. You press the little button on it to reconnect the fuel supply in 1 of two situations
1) You have ascertained that everything is safe after the crash
2) The 'crash' was actually you whacking it accidentally with the hoover nozzle, and it just took you 2 hours to work out why your car wouldn't start.
