2.2ohm sounds low. I'm not sure of this, but I have a vague recollection that to get a 'seat occupied' signal from the bum sensor you need 10K.
The 'no squib' error is, I suspect, caused by a faulty connector. You'll probably find that disconnecting the underseat connectors, cleaning them with contact cleaner & reassembling them will work in the short term - longer term cutting off the connectors & making a more permanent connection would be advisable (Most people solder the wires, although I got a satisfactory result with 'chocolate block' connectors.)
