Help URGENTLY needed please.

My balance belt was slack and loose so I removed it and was thought it wise to fit a replacement ( even though there are posts of it running fine with out it ). I have been and bought the new belt and tensioner, yet I cant get it to tension.

I have fitted it, got all the white lines to line up fine yet the tensioner is not doing anything at all. I have fitted it and tightened the nit up on the rear yet the belt is still slack as anything. So far what i did was line up the line and notch on the crank pulley, then over the rear balance shaft then the front balance shaft and over the tensioner....despite this it is still loose as hell. is there a knack to this or a certain way to fit it that i am not seeing?

Please help as I need to get the car sorted and back on the road for tomorrow.

how do i do it with out that special tool? I literally have 0 to buy one with.
