Hope it isn't head gasket failure, take it and get it "sniffed" would be my first recommendation. Then if the head gasket is fine I'd flush the coolant system out and put new coolant in.
hi jdg before i got the alfa the timing belt had snapped,so it was sent to a garage to get everything re-done i found that out fter i bought it so the chances are the gunk in the expansion tank was from the last job??????????
I managed to clean it all out when I did the thermostat, it wasn't oily though and when spread onto some cardboard it dried into a fine dust.
If it isn't oily I wouldn't worry about it too much, although as others have said it may be left over from previous work done.
