146 problems

My 97 make 146ti(85,000km mileage) has oil leakage for a couple of weeks. As I have it sent to the service centre and they took a week to find out it was the gear box this time and recommended to change all of the oil seals.

Q1. my car started hard to get start also for a couple of weeks, and until last weekend, it cannot be started at all, I'm quite sure its not the battery as its new for just a few months. What would it possibly be? I have also reported this to the service centre but they said no problem when the car was with them.

Q2. I heard you guys mentioned time belt a couple of times. Is it vital to have it changed for 146 in particular for a certain mileage.

Timing belt interval is 40,000km.
Follow it strictly,with original belts and bearings.
