The varying idle speed is likely to be a dirty throttle butterfly.
Buy a can of carb-cleaner and spray it liberally all over the throttle to clear of the black soot and oil which will be there. You need to take of the air intake to the throttle inlet (the wide rubber tube from the air filter box at the point where it first attaches to the metal part of the engine). As you have a cable throttle you will be safe to gently poke the throttle butterfly open a bit for better spray access.
Strange noises from the cam belt area are never good. It could be rubbing belts, failing idler bearings, anything. Get it checked out very soon, its cheaper than a ruined engine.
