Hmmm, a difficult one. From the sound of it, it's not been very well looked after.
The variator sound wouldn't particularly worry me - if it goes away in a few seconds, it's got a reasonable amount of life left. However, unless there's evidence of a fairly recent cambelt/tensioner change, I'd want that done, so the variator can be replaced at the same time.
Rusty oil filter? Doesn't sound good to me. Any record of when the oil was last changed? Have you checked both the level & the colour of the oil on the dipstick?
The key would worry me. It should have two red keys for normal use & a burgundy-coloured master key; you may be lucky & never need the master key.....
The lack of performance is probably the biggest worry; in view of the low mileage in the last twelve months it may need nothing more than an 'Italian tune-up' (i. e. a good thrashing!) to restore its performance; on the other hand, it could be something much more serious.
On the whole, unless the car is VERY cheap & you're prepared to spend big money on, I wouldn't advise buying it
