It depends on what you have to start with - here in UK the 146/6 initially came with 1.6 or 1.7 16v boxer engines, then there was major change with the fitment of the TS engines - we got them in 1.6, 1.8 and 2.0 litre versions. In the rest of Europe and Southern Ireland they were available with a 1.4 TS as well.....
Within each engine type, swapping for a bigger engine is pretty straightforward - you can fit a 1.7 in place of a 1.6 boxer, or exchange any TS for anyother size fairly easily - you just need to look at changing the ECU (and code box/key) to suit the engine fitted, or get the existing ECU ree-mapped. Gearbox ratios tend to be lower in the smaller engined cars but all TS gearboxes will fit all TS engines.
Its true that you can purchase a complete car very cheaply in UK - although it may not technically be roadworthy - but there are no real barriers to a car being exported anywhere, certainly in the EU - theoretically you need to get an export certificate from the licencing authority, but its no bog deal. I've sold a 145 Cloverleaf to some Dutch guys a few years ago, and they drove it back home!
