I'm not aware of seeing that problem here before, but unrelatedly these can stick in very cold weather.
Alfa employs two methods of releasing the brakes, one is a spring external to the caliper and the other is a spring internal to the caliper. I believe that the external spring is on the older 95-97 cars, but it would be worth checking whether it is on the right caliper, and has broken off the left.
After that, the cladding on the handbrake cable may have become damaged or full of rust. You can visually check this by jacking the rear. It goes under the exhaust and has a covering of thick alu-foil acting as a heat shield... maybe this has come off?
