The reel is called a seat belt retractor it not only houses the re-wound belt but the g-force detection system that locks the belt. It normally has two devices that detects decelleration of the vehicle and the speed the belt is being pulled out (snatch) this applies a lock to the reel holding the belt. In the UK MoT test the snatch test was the most effective way of seeing if all was OK. Very delicate mechanism and difficult to make. It surprised me in the past how well they do work! The pre-tensioner is completely different and is intended to take out the initial free play in the belt.
