If you lift the handbrake gaiter there is a large 10mm nut that adjusts the overall tension of the cables, but if the difference is that vast between the 2 caliper arms then either the cable has stretched or you need to strip them again, and wind the calipers right in, and ensure they more freely on the sliding bolts, now with the engine running press the pedal till the brakes feel firm again, this'll set the pads to the correct distance, now fit the cables back on, ensuring the outer conduit is sat correctly in the holders at each end, then tension the bolt on the lever till it requires 4 clicks to apply the brakes on and hold the car.
It's funny that you say the O/S is the longest as this is the cable that fails the most, the heat from the exhaust seems to play a factor in them playing up more often than the other side, personally for the £15 I'd change that cable.
