In your case the answer is: Take it back to the garage and tell them to put it right. It sounds like they've replaced the trackrod with the wheels centred and the steering wheel not. It's possible you could fix this at the steering wheel end, but what really needs doing is the trackrod dis-connecting again, everything centred, then them re connecting. They should do this for free, since they basically haven't done their job correctly in the first place.
