This appears to be a feature.
If you are careful, you can remove the interior trim on the back of the boot (2 screws, 2 bolts), and free up the retaining bolts on the rear of the light cluster. These can be glued back onto the light if you do the following:
Remove and retain the two foam washers.
Scrape away any glue/melted plastic from the screw head.
With the largest flat-head screw-driver possible, move back the tiny fold-down plastic tabs from where the screwhead was located in the light cluster.
Press fit the screwhead into the opening, widening it as required by removing glue/melted plastic.
Once it's flush, place a number of drops of contact glue (superglue) into the hole and hold the screw in place.
Press back the tabs onto the screwhead and seal with contact glue, but do not overapply.
Wait till it cures FULLY!
Polish/remover dirt from the cluster while you have it out!
Replace foam washer and fit to car.
