My thinking is this:
If I increase the amount of air entering the engine and reduced the exhaust back-pressure, I need a way of increasing the fuel available too. Otherwise, as you say, there's no point.
I've fitted a modified K&N cone filter and have de-catted. The next step I figure is to get a bit more fuel in.
I reckon a Boost Valve might do the trick for now. After that, I reckon a Squadra chip, then I'm done with engine mods. Then it will be off to the rolling road for me.
