Once cyl 1 is at TDC (dont go by the crank mark, use a gauge or something down the plughole), and the cam locks are fitted correctly, then it'll be right so loosen both cam pulleys, fit the belt and set the tension. Rotate once by hand and then refit cam locks to check all is still ok, and then retension the belt.
The timing was most likely out when you got the car, although this would normally cause the injector warning light to come on....... only when crank and exhaust cam are out of time now that I think of it.
Be careful when clamping the exhaust pulley, there is a phase sensor in behind it and a metal ring on the back of the pulley. If the metal ring gets dented or bent it will smash the cam sensor when you start the engine.
