A properly designed cat housing with the right cat in it will not loose anything noticeable compared to a decat pipe.
Also you will have to deal with the problem of more frequent road side checks, where VOSA will stick an gas tester to your pipe. It is almost sure that you will fail emission requirements and will get a hefty fine plus the inconvenience of sorting it and MOTing the car. This works out more expensive than buying the cat.
