Wheel diameter makes no difference to the amount you can lower the car because the overall diameter of the tyre will be the same (give or take a few mm).

I think 19" would be far too painful and just OTT, 18" are really the limit and you would need very good suspension to cope with those.
18" would be with 225/40R18 tyres.
