It's a legal requirement to provide an EPC at the earliest opportunity to a potential tenant to ensure they have all the facts prior to making a decision. If you've never been provided one then potentially you may have a case against the agent/landlord to terminate the agreement for the non compliance.
I'm not aware of any case law where this has happened but it may work on an informal non court surrender basis.
As stated earlier in the thread trading standards would be your first port of call for advice.
