First time I removed my bumper I tried doing it with the wheels on and alternating the steering lock. Second time round I just whipped the wheels off (one at a time too as I couldn't find my axle stands). In the long run I found it far easier and still have the scars on my knuckles from attempting to reach the inner top bolts from the first attempt!
