I know what your saying, but the money the government are making isn't going into someones back pocket (I think) its carefully planned into the budget. So any money lost through reducing the duty on fuel will have a huge knock-on effect on spending somewhere (maybe education or health). Thats why i look at it as making a loss if they reduced the duty.
If, however, the government are increasing the duty then thats a bit out of order. But i'm not sure how they work it.
From what i have been told (the old man works in the middle east for Kuwait oil company dealing with contract prices etc....) from the increased prices they are receiving it seems that a lot of the increase in fuel prices is not going to the oil companies and therefore can only be going to the government as they are really the only other ones to get any kind of cut
