From what i have been told (the old man works in the middle east for Kuwait oil company dealing with contract prices etc....) from the increased prices they are receiving it seems that a lot of the increase in fuel prices is not going to the oil companies and therefore can only be going to the government as they are really the only other ones to get any kind of cut
