Its all a case of budget and what you want from the unit.

If your looking for noise - pure induction noise then you cant beat a open cone filter. I've found that open induction kits are better at low speeds and under hard accelration from low speeds as they are totally open and can suck in as much air as they like, where as a enclosed unit has to be feed through a cold air feed and can suffer slightly under low speeds as the air really needs to be forced in the system with forward motion to get the best out of them but they wont suffer heat soak problems like a open filter will.

So in a nut shell

Open = Noise
Enclosed = Performance

It isnt as simple as that really but thats the general rule.
