The pit lane speed limit was introduced at the following GP, Monaco.
Struggling to find an FIA press release because it's so long ago, but
this fan site from the time says:
"The FIA have announced a complete review of safety precautions in the wake of recent tragedies that have devastated the motor racing world. Following a meeting of all F1 teams with FIA and FOCA representatives it was also agreed to impose an 80kmh speed limit in the pits, which will take immediate effect."
