When they are new they are usually pre-oiled, such as K&N. From the manufacturer they will be ok to use. Problems usually arise when they are cleaned and re-oiled which is when excessive amounts are used.

The easy answer is to buy an oiled filter, use it and then buy a new one - but you might as well use a paper filter.
